Breaking news: California’s Diaper Ingredient Transparency Bill, AB 1901, has been signed into law!
The landmark legislation requires children's diaper brands sold, distributed, or manufactured in California to fully disclose ingredients on product packaging and online. It could have implications nationwide. Keep reading to learn more about HealthyBaby's role in passing AB 1901.
A history of transparency and advocacy
In 2020, HealthyBaby was the first disposable diaper to become EWG VERIFIED®. This required rigorous testing and meeting the strictest ingredient standards in the industry. From the beginning, HealthyBaby has disclosed every ingredient in Our Diapers on packaging.
Our relationship with the EWG goes back to 2007. Shazi Visram, HealthyBaby's founder, distributed EWG's Clean Fifteen and Dirty Dozen guides while building her first company, Happy Family, which became the nation's leading organic baby food brand. In 2018, Shazi joined EWG's board of directors.
At HealthyBaby, we believe our responsibility goes beyond our products. When we have the opportunity to help raise standards across the industry, we show up. We previously advocated for SB 646, a California bill requiring heavy metal testing and disclosure in prenatal vitamins. It was signed into law in October 2025.
HealthyBaby's fight for AB 1901
When we found our diaper ingredient transparency legislation was being proposed in California, we joined the fight. For several months, we worked alongside Assemblymember Marc Berman (D-Menlo Park), who authored AB 1901, and the EWG to raise awareness and support.
We shared our experience as a health-centered babycare innovator. Shazi and Our Chief Innovation Officer, Hilary Swank, lobbied on behalf of AB 1901. Our President, Stephanie Davis Michelman, testified before the California State Legislature.
Opponents of the bill argued that ingredient transparency is a threat to business trade secrets. We explained that ingredient transparency is the only way parents can get all the information they need to make the safest decisions for their babies. And shared how HealthyBaby has practiced it successfully!
On September 28, 2026, Governor Gavin Newsom signed AB 1901 into law.

A victory for parents nationwide
The passing of AB 1901 is a significant moment for families and the diaper industry as a whole.
California is the third state to pass a diaper ingredient disclosure law, and now has the strictest transparency requirements. Each diaper ingredient must be disclosed by name, with its Chemical Abstract Service number and specific function. Ingredients must be listed online beginning January 1, 2029 and on diaper packaging beginning July 1, 2029.
Families outside California may also benefit from this new law, due to the size and influence of the state's consumer market. This strict new standard could shape how diaper brand disclose ingredients nationwide and inspire legislation in other states.
